System is at Phase B closure state.

Production architecture is locked:

* Overlays are read-only JSON clients
* Dashboard is the only publisher
* update_manual.php performs atomic writes
* Flat JSON schema enforced

Current DEV baseline:
dashboard/dashboard_DEV.html

Stable overlay DEV checkpoints exist.

Phase B goals achieved:

* Google Sheet import integration
* Operator UX stabilization
* Dirty-state workflow
* Fractional time independence
* Sponsor dropdown persistence
* Official results indicator implemented

Next development objective:
Finalize production promotion and begin Phase C planning.

* Race-number keyed persistent race state
* USTA entry scraper automation
* Analyst selection ingestion workflow
* End-of-day results export tool
